Wizards: Though there has already been an idea in place about Wizards majining other players, this has turned out to be a disaster in other games due to the fact that there would be multiple ways of majining, therefore providing two major boosts to players. (Lost Saiyans experience) Instead, why not allow them to summon Yakon and PuiPui, the precursor to Babidi and Dabura in many games in sagas and have them controlled like split forms.
Legendary Saiyan: In the movie, Broly has the ability to fire a green Ki attack that looks a lot like the Crusher Ball, but why not allow them to have another tech that is reached at a higher lvl and is more powerful than the C.B., maybe only allowing them to attain it around 5k, but must be fully transed to use it, and it takes up a massive amount of ki.
Dragons: Absorbing the dragonballs for a boost to their stats for a short while, this would also make an entertaining scenario for some fights, allowing them to absorb the Black Star Dragon Balls to make them almost unbeatable for a short amount of time, but can only be obtained if ALL the BSDB's are obtained. it would also be cool to allow normal players to be able to absorb them like Goku did to stop Syn from gettin the last one.

Garlic Jr.: in the series, Garlic Jr. transforms when he is exposed to the light of a certain star, why not allow them to create a false star such as saiyans can create false moons to allow them to have a temporary trans that can only be used every so often (once per day) and will only last a certain duration (maybe 30 mins at the max)
Hatchy, Cyborg, and Android: since all three are robotics based, why not allow them to store massive amounts of energy when using a tech that is basically a charging station for them. just an idea, but probably not feesible.
Konnat: in the GT series, Tapion uses a flute to play various tunes. in the game (though probably too complex to code) a flute could probably be attained by doing a quest for Tapion and then allow them to master its usage in attacks and defence much like using a sword. (???)
Buney: No Idea really

Regarding your concern about the Wizards, how it will work is that the Wizard in question will be able to target a player and "Majin Them" - It's not a permanent boost, it's a boost that multiplies there transformed stats by a multiple of 1.5x - The idea is that players would then be able to work together be it in a guild or just friends to work together to take down players who are significantly more powerful, think of it as a sort of "Transfer Power" - except that the boost isn't permanent, and after a few minuets, the player that was Majined will have his transed stats reset to his base stats, which should be plenty to win a fight. (Then it will take another several minuets before the wizard is able to use that technique again).
Regarding the Dragons Balls and Dragons, I think Jax has that covered, as it is his race of choice I will be leaving that technique to his own for that race.
Other ideas were great, the Tapion Flute idea wouldn't be difficult to do at all.
