Thanks for the update on the situation. I'm trying to understand your bandwidth situation just out of curiosity. Those totals in Gb, are those monthly totals? Bummer you gotta worry about peak/off-peak hours. I'm in the dead center of USA. 25gb per month down 10 up per month. 60 USD. No peak/off-peak hours. In AUS is your guys' Broadband state run? I know nothing about your country. Just curious.

Alright, to put it in perspective.

I'm on ADSL 2+ Annex M.

My Download speed is a 24mb down and 2mb up, or 2400k down and 200k up.

Lets say 5gb is the amount of space stored on a DVD. (It's actually 4.7gb but meh).

During on-peak hours I can download 3 DVD's for the entire month, and 5 DVD's during off-peak times for the entire month.

With my download limit increased I will be able to download 5 DVD's during on-peak times and 9 DVD's during off-peak times.

Our internet isn't state/government run, however because most of the worlds information is stored over-seas our Internet companies have to pay for all data that enters Australia, hence why we have download limits, such a thing isn't going to change, but with more companies building inter-continental networks will bring the price of downloads down.

The reason for why ISP's have On-peak and Off-peak data is simple.
More people are using the internet at the same time during On-Peak hours, which uses up allot of bandwidth, so the companies that own Australia's networks charge more during on-peak times than off-peak times, the price of data is usually half price during off-peak hours, which works out in my favor because thats the games on-peak time, companies that own Australia's networks also save money because they don't have to spend as much money to meet-up with demand during on-peak hours.

If I was to switch my Internet to "Unlimited" I would have to pay $6 per Gigabyte, so if I download 10gb (2 DVD's) that would mean it would cost me $60. (Which is allot on-top of my current bill).

The Australian Government has initiated a scheme to build a National Broadband Network with Fiber Optics, however the Fiber will not go to peoples homes, it will only go to DSLAMS and RIMS and then use VDSL technology to boost our download speed, the good side is that it's not our major telecommunications company that's building it (Telstra), a smaller company called OPTUS may be building it, so the price of broadband should decrease with more downloads and faster speeds in the next few years, especially when other companies resell the Optus Internet services.
